The U.S. Treasury Department is considering using emergency legislation to curb Chinese investment in sensitive technologies as the government seeks to punish China for violating U.S. intellectual property rights. The U.S. is considering using the International Emergency Economic Powers Act, said Heath Tarbert, assistant secretary of state for the department's office of international affairs. Under the 1977 IEEPA law, President Trump could declare a national emergency in response to an "unusual and extraordinary threat," allowing him to block transactions and seize assets.
