Democratic U.S. Senators Sheldon Whitehouse and Jeanne Shaheen drafted a document hoping to increase pressure not only on the individuals on the so-called "Kremlin list"—a report to Congress that includes the names of 114 representatives of Russia's political elite and 96 of the richest businessmen who could be subject to U.S. sanctions in the future—but also on financial institutions. The letter was sent to three major U.S. banks: Bank of America Corp, JPMorgan Chase, and Citibank, and several European banks: Barclays, Deutsche Bank, UBS, HSBC, and Credit Suisse.
